TIRE LOCAL ROAD TRAFFIC COUNTS

December 2025
 
This presentation will focus on how to find the local road traffic count data that is available in TIRe and precautions that should be heeded before using local road traffic counts in any detailed safety or other traffic engineering study. During the presentation we will cover real, synthetic, and default traffic counts, as well as provide examples of why you should be cautious when using certain types of counts.
 

PENNDOT`S MIDBLOCK CROSSWALK AND TRAIL CROSSINGS POLICY

September 2025
 
PennDOT has updated its unsignalized midblock crosswalk and trail crossings policy as of May 27, 2025. This session will review the new policy, and review how it affects existing and proposed crossings in your municipality. The purpose of the policy is to improve safety at these locations through the consistent application of studies and implementation of appropriate signs, markings and other safety measures at the crossings. Join us to see how this new policy affects your crossings, and how you can improve pedestrian/bicyclist safety in your community.

Residents often view the responsibilities of managing and maintaining safe conveyance of storm runoff as an operational function of the local municipal government. However, managing storm runoff is commonly a shared responsibility between private property owners and the municipality. This Drop-In will look at what municipality and property owner responsibilities are for municipalities classified as both urban and non-urban.

PENNDOT TRAFFIC CALMING GUIDELINES UPDATE

PennDOT has recently updated Pennsylvania's traffic calming guidelines. Formerly called PennDOT Publication 383, Pennsylvania's Traffic Calming Handbook, the updated guidelines will be in PennDOT Publication 13, Contextual Design Manual, Chapter 18. This session will review the updated traffic calming guidelines, how to locate the materials, and how to use them for your traffic calming program. Other discussion points will include traffic calming benefits/pitfalls, changes to key guidelines, and new tools for determining appropriate traffic calming measures. 
 

COST SAVING PAVEMENT PRESERVATION TECHNIQUES

April 2025  

After a harsh winter, learn how to assess and treat your local roads to prevent water intrusion and oxidation that can lead to spring potholes. Allocating a portion of the budget for affordable surface treatments can help maintain good roads in good condition while still prioritizing the repair of the worst roads, thereby increasing the overall coverage of your road network. We will review approved surface treatments such as Fog Seal, Seal Coat, Chip Seal, Slurry Seal, Micro Surfacing, and Ultra-Thin Hot-Mix overlays to protect pavements from the effects of oxidation and extend their life. 


AASHTO BIKE GUIDE

STREAMLINED APPROACH TO STORMWATER MANAGEMENT

Municipalities across Pennsylvania face the dual challenge of maintaining transportation infrastructure and managing stormwater impacts. The COSTARS-41: Stormwater Management Products and Services program provides a practical, cost-effective solution for streamlining procurement of stormwater management products and services, while enhancing the resilience and safety of roads, bridges, sidewalks, and culverts. At the drop-in, we’ll explore how municipalities can use the COSTARS-41 contract to address stormwater needs related to transportation infrastructure. You’ll discover how COSTARS-41 can save time, reduce costs, and simplify the procurement process for stormwater goods and services that can help safeguard your community’s infrastructure and ensure traveler safety. 
COSTARS-41 is part of the Pennsylvania Department of General Services (DGS) cooperative purchasing program, which offers municipalities access to pre-negotiated contracts. Specifically, COSTARS-41 focuses on stormwater management products and services, helping municipalities efficiently meet stormwater needs. The focus of this drop-in will be on how the COSTARS-41 program can be effectively used to meet stormwater management needs within transportation infrastructure projects. 



NIGHTTIME VISIBILITY FOR SAFETY (EDC-7)

This Drop-In will provide an overview on how the EDC 7 Safety Initiative – Nighttime Visibility for Safety featuring lighting and traffic control devices can help save lives during periods of darkness. It will help municipalities work towards the goal of reaching Vision Zero. The EDC 7 Safety initiative will emphasize the deployment of these two safety countermeasures at key locations for improvement of nighttime visibility for pedestrians. These areas include crossings at both intersections and at midblock as well as other strategic locations including school zones, transit centers, and urban core where high pedestrian activities are most commonly presence.

Further, the session will provide an overview of some of the significant changes to the MUTCD, from the 2009 version to the new 2023 version. Some of the changes include a stronger focus on safety, and on vulnerable road users. Come join the LTAP community to discuss the new MUTCD!
 

A SMALL ROUNDABOUT WITH A BIG IMPACT

Is a roundabout safer than a traffic signal? Do I have enough space for a roundabout? Can I try this out first temporarily? If you find yourself asking these questions, this is the session for you! Jeff Bucher, P.E., Chief of PennDOT’s Highway Design & Technology Division will kick us off with a discussion on the safety and operational benefits of roundabouts, their implementation across the state, and current state and national guidance and resources available to you. Then, Cindy McCormick, P.E., PTOE, City of Lancaster’s Deputy Director of Public Works, and Will Weismantel, P.E., Associate Engineer with Kittelson, will walk us through a case study at an intersection within the city that needed safety improvements to decrease speeds, calm traffic, and reduce conflict points. The intersection also needed improved pedestrian and bicycle access while maintaining access for large vehicles.

MYTHS OF RECYCLED ASPHALT PAVEMENT (RAP)

Recycled Asphalt Pavement (RAP) has been consistently processed and incorporated into new pavement mixtures since the 1970’s. Since 2009, the National Asphalt Pavement Association has documented a 69% increase in the tons of RAP incorporated into pavement mixtures and a 6% increase in the RAP content of placed pavement mixtures through their annual industry Survey. With RAP continuing to provide cost savings when compared to the use of virgin materials and the performance of higher RAP mixes continuing to be tested to verify performance, come and learn about the use of RAP in pavement mixtures.
